Il Centro di ricerca ed elaborazione per la democrazia ( CRED) condanna il tentativo dell’amministrazione Trump di precostituire le basi dell’aggressione contro Cuba mediante le infondate accuse nei confronti del leader della Rivoluzione, Raul Castro.
Si tratta di un nuovo infame e criminale attacco espressione dell’ inaccettabile ripresa della dottrina Monroe mediante la quale Trump e Rubio si vorrebbero riappropriare di Cuba e dell’America Latina. Facciamo nostra e rilanciamo la seguente dichiarazione del governo cubano al riguardo.
Dichiarazione del Governo Rivoluzionario
Il Governo Rivoluzionario condanna con la massima fermezza la vile accusa del Dipartimento di Giustizia degli Stati Uniti annunciata il 20 maggio e sbandierata per diverse settimane contro il Generale dell’Esercito Raúl Castro Ruz, leader della Rivoluzione cubana.
Il governo degli Stati Uniti non ha né la legittimità né la giurisdizione per intraprendere questa azione. Si tratta di un atto spregevole e infame di provocazione politica, che si basa sulla manipolazione disonesta dell’incidente che portò all’abbattimento nello spazio aereo cubano, nel febbraio 1996, di due velivoli operati dall’organizzazione terroristica Hermanos al Rescate, con sede a Miami, la cui ripetuta violazione dello spazio aereo cubano a fini ostili era di evidente dominio pubblico.
Il governo statunitense, inoltre, snatura altre verità storiche relative al fatto che utilizza come pretesto. Omette, tra gli altri dettagli, le numerose denunce formali presentate da Cuba in quel periodo al Dipartimento di Stato, all’Amministrazione Federale dell’Aviazione degli Stati Uniti (FAA) e all’Organizzazione dell’Aviazione Civile Internazionale (ICAO), relative alle oltre 25 gravi e deliberate violazioni dello spazio aereo cubano compiute dalla suddetta organizzazione tra il 1994 e il 1996, in aperta violazione delle leggi internazionali e della stessa legislazione statunitense.
Ignora inoltre gli avvertimenti pubblici e ufficiali emessi dalle autorità cubane sull’inammissibilità di tali violazioni del proprio spazio aereo e i messaggi di allerta trasmessi direttamente al presidente degli Stati Uniti sulla gravità e sulle possibili conseguenze di tali violazioni.
La risposta di Cuba alla violazione del proprio spazio aereo ha costituito un atto di legittima difesa, tutelato dalla Carta delle Nazioni Unite, dalla Convenzione di Chicago sull’Aviazione Civile Internazionale del 1944, e dai principi di sovranità aerea e proporzionalità.
Gli Stati Uniti, che sono stati vittime dell’uso dell’aviazione civile a fini terroristici, non consentono né consentirebbero la violazione ostile e provocatoria da parte di velivoli stranieri sul proprio territorio e agirebbero, come hanno dimostrato, ricorrendo all’uso della forza.
L’inazione del governo statunitense di fronte agli allarmi allora trasmessi da Cuba ha messo in evidenza la sua complicità nella pianificazione e nell’esecuzione, dal suo territorio, di azioni violente, illegali e di carattere terroristico contro il governo e il popolo cubano, una pratica ricorrente e sistematica dal trionfo della Rivoluzione ad oggi.
È di grande cinismo che questa accusa venga formulata dallo stesso governo che ha ucciso circa 200 persone e distrutto 57 imbarcazioni nelle acque internazionali dei Caraibi e del Pacifico, lontano dal territorio degli Stati Uniti, con l’uso sproporzionato della forza militare, per presunti legami con operazioni di traffico di droga mai dimostrati, qualificabili come crimini di esecuzioni extragiudiziali, secondo il diritto internazionale, e omicidi, secondo le stesse leggi statunitensi.
Questa accusa infondata contro il Leader della Rivoluzione Cubana si aggiunge ai tentativi disperati di elementi anticubani di costruire una narrativa fraudolenta nel tentativo di giustificare la punizione collettiva e spietata contro il nobile popolo cubano, attraverso il rafforzamento delle misure coercitive unilaterali, compreso l’ingiusto e genocida blocco energetico e le minacce di aggressione armata.
Cuba ribadisce il proprio impegno per la pace e la ferma determinazione a esercitare il diritto inalienabile alla legittima difesa, riconosciuto dalla Carta delle Nazioni Unite.
Il popolo cubano ribadisce la sua incrollabile decisione di difendere la Patria e la sua Rivoluzione Socialista e, con la massima forza e fermezza, il suo sostegno incondizionato e immutabile al Generale dell’Esercito Raúl Castro Ruz, Leader della Rivoluzione cubana.

The Center for Research and Elaboration for Democracy (CRED) condemns the attempt by the Trump administration to lay the groundwork for aggression against Cuba through the baseless accusations directed against the leader of the Revolution, Raúl Castro.
This is yet another infamous and criminal attack expressing the unacceptable revival of the Monroe Doctrine, through which Trump and Rubio seek to reclaim Cuba and Latin America. We adopt and amplify the following statement by the Cuban government on this matter.
Statement of the Revolutionary Government
The Revolutionary Government strongly condemns the vile accusation announced on May 20 by the United States Department of Justice and promoted for several weeks against Army General Raúl Castro Ruz, leader of the Cuban Revolution.
The government of the United States has neither the legitimacy nor the jurisdiction to undertake this action. It is a despicable and infamous act of political provocation, based on the dishonest manipulation of the incident that led to the shooting down, in Cuban airspace in February 1996, of two aircraft operated by the terrorist organization Brothers to the Rescue, based in Miami, whose repeated violations of Cuban airspace for hostile purposes were a matter of public knowledge.
Furthermore, the U.S. government distorts other historical truths related to the event it uses as a pretext. Among other details, it omits the numerous formal complaints submitted by Cuba at that time to the U.S. Department of State, the Federal Aviation Administration (FAA), and the International Civil Aviation Organization (ICAO), concerning the more than 25 serious and deliberate violations of Cuban airspace committed by the aforementioned organization between 1994 and 1996, in open violation of international law and U.S. legislation itself.
It also ignores the public and official warnings issued by the Cuban authorities regarding the inadmissibility of such violations of its airspace, as well as the warning messages sent directly to the President of the United States concerning the seriousness and possible consequences of those violations.
Cuba’s response to the violation of its airspace constituted an act of legitimate self-defense, protected by the Charter of the United Nations, the 1944 Chicago Convention on International Civil Aviation, and the principles of air sovereignty and proportionality.
The United States, which has itself been the victim of the use of civil aviation for terrorist purposes, does not and would not permit hostile and provocative violations of its territory by foreign aircraft, and would act — as it has demonstrated — through the use of force.
The inaction of the U.S. government in the face of the warnings transmitted by Cuba at the time highlighted its complicity in the planning and execution, from its own territory, of violent, illegal, and terrorist actions against the Cuban government and people, a recurring and systematic practice since the triumph of the Revolution to the present day.
It is profoundly cynical that this accusation is being made by the same government that killed around 200 people and destroyed 57 vessels in the international waters of the Caribbean and the Pacific, far from U.S. territory, through the disproportionate use of military force over alleged links to drug trafficking operations that were never proven — actions that may be classified as extrajudicial executions under international law and as homicides under U.S. law itself.
This unfounded accusation against the Leader of the Cuban Revolution adds to the desperate attempts by anti-Cuban elements to construct a fraudulent narrative aimed at justifying collective and ruthless punishment against the noble Cuban people through the strengthening of unilateral coercive measures, including the unjust and genocidal energy blockade and threats of armed aggression.
Cuba reiterates its commitment to peace and its firm determination to exercise the inalienable right to legitimate self-defense recognized by the Charter of the United Nations.
The Cuban people reaffirm their unshakable decision to defend the Homeland and its Socialist Revolution and, with the utmost strength and firmness, their unconditional and unwavering support for Army General Raúl Castro Ruz, Leader of the Cuban Revolution.

Il s’agit d’une nouvelle attaque infâme et criminelle exprimant la reprise inacceptable de la doctrine Monroe, à travers laquelle Trump et Rubio voudraient se réapproprier Cuba et l’Amérique latine. Nous faisons nôtre et relayons la déclaration suivante du gouvernement cubain à ce sujet.
Déclaration du Gouvernement révolutionnaire
Le Gouvernement révolutionnaire condamne avec la plus grande fermeté la vile accusation annoncée le 20 mai par le Département de la Justice des États-Unis et relayée pendant plusieurs semaines contre le général d’armée Raúl Castro Ruz, dirigeant de la Révolution cubaine.
Le gouvernement des États-Unis n’a ni la légitimité ni la juridiction pour entreprendre cette action. Il s’agit d’un acte méprisable et infâme de provocation politique fondé sur la manipulation malhonnête de l’incident qui a conduit à l’abattage, dans l’espace aérien cubain en février 1996, de deux avions exploités par l’organisation terroriste Hermanos al Rescate, basée à Miami, dont les violations répétées de l’espace aérien cubain à des fins hostiles étaient de notoriété publique.
Le gouvernement américain dénature en outre d’autres vérités historiques liées à cet événement utilisé comme prétexte. Il omet notamment les nombreuses plaintes officielles présentées par Cuba à cette époque au Département d’État des États-Unis, à l’Administration fédérale de l’aviation (FAA) et à l’Organisation de l’aviation civile internationale (OACI), concernant plus de 25 violations graves et délibérées de l’espace aérien cubain commises par ladite organisation entre 1994 et 1996, en violation flagrante du droit international et même de la législation américaine.
Il ignore également les avertissements publics et officiels émis par les autorités cubaines sur le caractère inadmissible de telles violations de son espace aérien, ainsi que les messages d’alerte transmis directement au président des États-Unis concernant la gravité et les possibles conséquences de ces violations.
La réponse de Cuba à la violation de son espace aérien a constitué un acte de légitime défense protégé par la Charte des Nations Unies, la Convention de Chicago de 1944 relative à l’aviation civile internationale et les principes de souveraineté aérienne et de proportionnalité.
Les États-Unis, qui ont eux-mêmes été victimes de l’utilisation de l’aviation civile à des fins terroristes, ne permettent pas et ne permettraient pas des violations hostiles et provocatrices de leur territoire par des aéronefs étrangers et agiraient — comme ils l’ont démontré — en recourant à la force.
L’inaction du gouvernement américain face aux alertes transmises alors par Cuba a mis en évidence sa complicité dans la planification et l’exécution, depuis son territoire, d’actions violentes, illégales et terroristes contre le gouvernement et le peuple cubains, une pratique récurrente et systématique depuis le triomphe de la Révolution jusqu’à aujourd’hui.
Il est d’un grand cynisme que cette accusation soit formulée par le même gouvernement qui a tué environ 200 personnes et détruit 57 embarcations dans les eaux internationales des Caraïbes et du Pacifique, loin du territoire des États-Unis, par un usage disproportionné de la force militaire pour de prétendus liens avec des opérations de trafic de drogue jamais prouvés — des actes pouvant être qualifiés d’exécutions extrajudiciaires au regard du droit international et d’homicides selon la législation américaine elle-même.
Cette accusation infondée contre le leader de la Révolution cubaine s’ajoute aux tentatives désespérées d’éléments anticubains visant à construire un récit frauduleux afin de justifier une punition collective et impitoyable contre le noble peuple cubain à travers le renforcement des mesures coercitives unilatérales, y compris le blocus énergétique injuste et génocidaire ainsi que les menaces d’agression armée.
Cuba réaffirme son engagement en faveur de la paix et sa ferme détermination à exercer le droit inaliénable à la légitime défense reconnu par la Charte des Nations Unies.
Le peuple cubain réaffirme sa décision inébranlable de défendre la Patrie et sa Révolution socialiste et, avec la plus grande force et fermeté, son soutien inconditionnel et immuable au général d’armée Raúl Castro Ruz, dirigeant de la Révolution cubaine.
