La comunità internazionale si trova in un momento di trasformazione epocale, che vede l’inevitabile transizione verso il pieno multipolarismo accompagnarsi a gravi crisi di natura bellica e umanitaria. Per superare tali tragici ed estremamente pericolosi frangenti occorre con urgenza una rifondazione democratica delle Nazioni Unite, imperniata sulla piena valorizzazione del ruolo direttivo ed egemonico dell’Assemblea Generale che da tempo esprime una stragrande maggioranza di Stati di ogni continente e vario orientamento politico-ideologico chiaramente votati alla causa della pace e della cooperazione internazionale per affrontare in modo efficace i problemi globali (ambiente, diritti, disuguaglianze, sviluppo scientifico e tecnologico, ecc.). Tale rifondazione appare necessaria ed urgente per restituire alle Nazioni Unite il ruolo di essenziale importanza cui furono destinate oltre ottant’anni fa e che per vari motivi si è fortemente indebolito. Ció anche al fine di riaffermare il valore del diritto internazionale, oggi violato e vilipeso, ma che rappresenta l’unica alternativa valida al caos e alla legge della giungla.
In tale prospettiva il Centro di ricerca ed elaborazione per la democrazia ( CRED) ritiene utile sostenere la candidatura di Pino Arlacchi, uno studioso italiano già Vicesegretario generale delle Nazioni Unite, alla carica di Segretario generale di tale organizzazione. Intendiamo al riguardo aprire un dibattito aperto e proficuo con forze politiche e sindacali, operatori dei media vecchi e nuovi, giuristi, intellettuali, associazioni, leader sociali e personalità sia italiane che internazionali.

The international community is undergoing an epochal transformation, marked by an inevitable transition toward full multipolarity, accompanied by serious military and humanitarian crises. To overcome these tragic and extremely dangerous circumstances, there is an urgent need for a democratic refoundation of the United Nations, centered on the full enhancement of the guiding and hegemonic role of the General Assembly, which for some time has expressed an overwhelming majority of States from every continent and with diverse political and ideological orientations, clearly committed to the cause of peace and international cooperation in order to effectively address global challenges (environment, rights, inequalities, scientific and technological development, etc.).
Such a refoundation appears necessary and urgent in order to restore to the United Nations the essential role for which it was intended over eighty years ago, and which has significantly weakened for various reasons. This is also aimed at reaffirming the value of international law, today violated and disparaged, but which represents the only valid alternative to chaos and the law of the jungle.
In this perspective, the Centro di ricerca ed elaborazione per la democrazia (CRED) considers it useful to support the candidacy of Pino Arlacchi, an Italian scholar and former Under-Secretary-General of the United Nations, for the position of Secretary-General of the organization. In this regard, we intend to open an open and fruitful debate with political and trade union forces, media operators both traditional and new, jurists, intellectuals, associations, social leaders, and personalities both Italian and international.

La comunidad internacional se encuentra en un momento de transformación epocal, que ve la inevitable transición hacia un pleno multipolarismo acompañada de graves crisis de carácter bélico y humanitario. Para superar estas circunstancias trágicas y extremadamente peligrosas, es urgente una refundación democrática de las Naciones Unidas, centrada en la plena valorización del papel directivo y hegemónico de la Asamblea General, que desde hace tiempo expresa una abrumadora mayoría de Estados de todos los continentes y con diversas orientaciones político-ideológicas, claramente comprometidos con la causa de la paz y la cooperación internacional para afrontar eficazmente los problemas globales (medio ambiente, derechos, desigualdades, desarrollo científico y tecnológico, etc.).
Tal refundación resulta necesaria y urgente para devolver a las Naciones Unidas el papel de importancia esencial para el que fueron concebidas hace más de ochenta años y que, por diversas razones, se ha debilitado considerablemente. Ello también con el fin de reafirmar el valor del derecho internacional, hoy violado y menospreciado, pero que representa la única alternativa válida al caos y a la ley de la selva.
En esta perspectiva, el Centro de investigación y elaboración para la democracia (CRED) considera útil apoyar la candidatura de Pino Arlacchi, un académico italiano y ex Subsecretario General de las Naciones Unidas, al cargo de Secretario General de dicha organización. A este respecto, pretendemos abrir un debate abierto y fructífero con fuerzas políticas y sindicales, operadores de los medios tradicionales y nuevos, juristas, intelectuales, asociaciones, líderes sociales y personalidades tanto italianas como internacionales.

La communauté internationale traverse une phase de transformation historique, marquée par une transition inévitable vers un multipolarisme complet, accompagnée de graves crises de nature militaire et humanitaire. Pour surmonter ces circonstances tragiques et extrêmement dangereuses, une refondation démocratique des Nations Unies est urgente, fondée sur la pleine valorisation du rôle directeur et hégémonique de l’Assemblée générale, qui exprime depuis longtemps une très large majorité d’États de tous les continents et de diverses orientations politico-idéologiques, clairement engagés en faveur de la paix et de la coopération internationale afin de répondre efficacement aux défis mondiaux (environnement, droits, inégalités, développement scientifique et technologique, etc.).
Une telle refondation apparaît nécessaire et urgente afin de restituer aux Nations Unies le rôle essentiel auquel elles étaient destinées il y a plus de quatre-vingts ans et qui, pour diverses raisons, s’est considérablement affaibli. Cela vise également à réaffirmer la valeur du droit international, aujourd’hui violé et méprisé, mais qui représente la seule alternative valable au chaos et à la loi de la jungle.
Dans cette perspective, le Centre de recherche et d’élaboration pour la démocratie (CRED) estime utile de soutenir la candidature de Pino Arlacchi, universitaire italien et ancien Secrétaire général adjoint des Nations Unies, au poste de Secrétaire général de cette organisation. À cet égard, nous entendons ouvrir un débat ouvert et fructueux avec les forces politiques et syndicales, les acteurs des médias traditionnels et nouveaux, les juristes, les intellectuels, les associations, les leaders sociaux ainsi que des personnalités italiennes et internationales.

Международное сообщество переживает эпохальные преобразования, характеризующиеся неизбежным переходом к полноценной многополярности, сопровождаемым серьёзными военными и гуманитарными кризисами. Для преодоления этих трагических и чрезвычайно опасных обстоятельств срочно необходима демократическая реформа Организации Объединённых Наций, основанная на полном усилении руководящей и гегемонистской роли Генеральной Ассамблеи, которая уже давно выражает подавляющее большинство государств со всех континентов и с различными политико-идеологическими ориентациями, явно приверженных делу мира и международного сотрудничества для эффективного решения глобальных проблем (окружающая среда, права, неравенство, научно-техническое развитие и т.д.).
Такая реформа представляется необходимой и срочной для возвращения Организации Объединённых Наций той ключевой роли, для которой она была создана более восьмидесяти лет назад и которая по различным причинам значительно ослабла. Это также направлено на подтверждение значения международного права, которое сегодня нарушается и попирается, но остаётся единственной действенной альтернативой хаосу и закону джунглей.
В этом контексте Центр исследований и разработок в области демократии (CRED) считает целесообразным поддержать кандидатуру Пино Арлакки, итальянского учёного и бывшего заместителя Генерального секретаря ООН, на должность Генерального секретаря данной организации. В этой связи мы намерены открыть открытое и плодотворное обсуждение с политическими и профсоюзными силами, представителями традиционных и новых СМИ, юристами, интеллектуалами, ассоциациями, общественными лидерами и как итальянскими, так и международными деятелями.

国际社会正处于一个具有划时代意义的转型阶段，其特点是不可避免地向全面多极化过渡，同时伴随着严重的军事和人道主义危机。为克服这些悲剧性且极其危险的局势，亟需对联合国进行民主性重建，其核心在于充分提升联合国大会的指导性和主导性作用。长期以来，大会汇聚了来自各大洲、具有不同政治和意识形态取向的绝大多数国家，这些国家明确致力于和平与国际合作，以有效应对全球性问题（环境、权利、不平等、科技发展等）。
这一重建既必要又紧迫，旨在恢复联合国八十多年前设立时所肩负的关键作用，而这一作用因多种原因已被严重削弱。这也是为了重申国际法的价值——尽管当今国际法屡遭违反和蔑视，但它仍然是避免混乱与丛林法则的唯一有效替代。
在此背景下，民主研究与发展中心（CRED）认为，有必要支持意大利学者、前联合国副秘书长皮诺·阿拉基竞选联合国秘书长一职。为此，我们打算与政治力量、工会组织、传统与新媒体从业者、法学家、知识分子、社会团体、社会领袖以及意大利和国际各界人士展开开放而富有成效的讨论。

يشهد المجتمع الدولي مرحلة تحول تاريخية كبرى، تتسم بانتقال حتمي نحو تعددية قطبية كاملة، يرافقها أزمات خطيرة ذات طابع عسكري وإنساني. ولتجاوز هذه الظروف المأساوية والخطيرة للغاية، تبرز الحاجة الملحة إلى إعادة تأسيس ديمقراطية للأمم المتحدة، تقوم على التعزيز الكامل للدور القيادي والمهيمن للجمعية العامة، التي تعبر منذ وقت طويل عن أغلبية ساحقة من الدول من مختلف القارات وباتجاهات سياسية وأيديولوجية متنوعة، ملتزمة بوضوح بقضية السلام والتعاون الدولي من أجل مواجهة التحديات العالمية بفعالية (البيئة، الحقوق، عدم المساواة، التنمية العلمية والتكنولوجية، إلخ).
وتبدو هذه إعادة التأسيس ضرورية وعاجلة من أجل إعادة الأمم المتحدة إلى الدور الأساسي الذي أنشئت من أجله قبل أكثر من ثمانين عامًا، والذي ضعف بشكل كبير لأسباب مختلفة. كما يهدف ذلك إلى إعادة تأكيد قيمة القانون الدولي، الذي يُنتهك ويُحتقر اليوم، لكنه يمثل البديل الوحيد الصالح للفوضى وقانون الغاب.
وفي هذا السياق، يرى مركز البحث والتطوير من أجل الديمقراطية (CRED) أنه من المفيد دعم ترشيح بينو ألارلاكي، وهو أكاديمي إيطالي ونائب سابق للأمين العام للأمم المتحدة، لمنصب الأمين العام لهذه المنظمة. وفي هذا الصدد، نعتزم فتح نقاش مفتوح ومثمر مع القوى السياسية والنقابية، والعاملين في وسائل الإعلام التقليدية والجديدة، والقانونيين، والمثقفين، والجمعيات، والقادة الاجتماعيين، والشخصيات الإيطالية والدولية.
